Brown hamburger in a large saucepan, deep skillet, or dutch oven. Drain and set aside.
Heat olive oil in the saucepan and saute onions until tender. Add in garlic and cook for 2 more minutes.
Add in chopped cabbage, hamburger, quinoa, tomato paste, bone broth, salt, and pepper. Stir to combine.
Bring to a boil. Then turn down the heat to low, cover, and simmer until quinoa is cooked and liquid is absorbed, approximately 20 minutes. Fluff with a fork and garnish with fresh parsley before serving.
